You notice so many homeless people in San Francisco.
At one stage, they tried to move them all into homeless shelters over Oakland way, but the homeless didn't want to go there as they couldn't easily access the city to beg and search for cans and bottles in the rubbish bins.
Food is readily available to the homeless. They want money for their addictions. What is not available is rehabilitation facilities, mental hospitals, job placement, counseling and low cost housing. These cuts in social services came with the Regan era.

So sad...a lot of former army personel are totally left at the mercy of others in the States..
