Letting know who Rules

Some people have fancy number plates to advertize themselves, others have pictures of the country's rulers. One common scene in The UAE is this. I believe they add the face with laser, it didn't look like a sticker. People who are more well versed with the UAE rulership must correct me if I am wrong but I believe it is the face of late Ruler Shaykh Zayed.*
